The article compares national practice with foreign methodological schools for assessing the efficiency of attracted and utilised investment in regions. It proposes a comprehensive methodology based on the logic "resource → process → result → effect". The methodology combines partial efficiency indicators, panel regression, data envelopment analysis (DEA), the Malmquist productivity index and a composite index. Because gross regional product is not published at district level, budget revenue is used as the output indicator. The methodology is tested on data for 22 cities and districts of Tashkent region for 2020-2025. A strong negative association is found between the IPI index, which reflects the investment share, and the composite efficiency index (Spearman ρ = -0.775). Eleven of the 22 units lie on the DEA efficiency frontier (mean efficiency 0.941). According to the Malmquist index, productivity growth was driven mainly by technological change.
