Directions for Improving the Efficiency of Technical and Technological Capacity Utilization in Agriculture (A Case Study of Farms in the Andijan Region)

Abstract

This study empirically evaluates the efficiency of technical and technological capacity utilization in Uzbekistan’s agricultural sector based on evidence from farms in the Andijan region. The research applies the Cobb–Douglas production function, Data Envelopment Analysis (DEA) technical efficiency model, and Tobit regression using survey data collected from 65 farms. The findings indicate that the average technical efficiency score is 0.87, implying that resource use could be reduced by up to 13 percent without affecting output levels. The educational background, managerial experience, and quality of machinery owned by farm managers are found to have a statistically significant positive impact on efficiency. ARIMA-based forecasts using data for 2020–2024 suggest that the share of high-performance agricultural machinery may reach at least 18.8 percent by 2030. The paper also proposes practical recommendations aimed at improving machinery modernization and strengthening innovation transfer mechanisms within the agricultural sector.
