This paper explores the conceptual and methodological foundations of territorial development, emphasizing its primary objective of enhancing quality of life and living standards. Territorial development is treated as an integrated socio-economic system influenced by legal, institutional, and environmental factors. The study examines land reform processes in Uzbekistan, including urban land privatization, GIS-based land cadastre development, and the implementation of results-oriented strategic planning frameworks. The analysis demonstrates that effective territorial development depends on rational resource use, environmental sustainability, and human-centered public governance. The findings contribute to policy-oriented research on sustainable regional and territorial development
