The article substantiates that accounting policy in budgetary organizations is largely limited to its methodological function, while its control and information functions are insufficiently implemented. The author proposes a functional control matrix that systematizes control procedures for significant accounting objects, specifying their type, frequency, responsible persons and resulting documents, as well as indicators for assessing its effectiveness.
