This article examines organizational and economic instruments for creating local employment through tourism entrepreneurship around cultural heritage sites. Legal instruments, official employment statistics for Uzbekistan in 2021–2024, and domestic scholarly literature were reviewed. The article distinguishes national tourism employment from heritage-site-specific jobs and proposes a phased model for craft, guiding, food, accommodation, and digital services under heritage conservation constraints.
