The collaborative logic of digital transformation of China's tourism infrastructure

Abstract

The recovery of China's tourism demand and the expansion of digital infrastructure have shifted the supply of tourism infrastructure from physical facilities to a composite system supported by networks, data, platforms and governance rules. This article uses a mixed secondary data research design, combined with official statistical trend analysis, policy text analysis and public case material verification, to examine the supply evolution, policy tools and regional differences of China's tourism infrastructure digitalization from 2019 to 2024. The study found that transformation is characterized by rapid expansion of technology base, insufficient data coordination, deepening service platformization, and supplementary governance rules. This article proposes a conceptual framework of technology layer-data layer-service layer-governance layer, explaining that this transformation is a system reorganization jointly shaped by policy supply, spatial differences and operational capabilities.
