Foreign models of digitalizing public administration and possibilities of their application in Uzbekistan

Abstract

The article provides a comparative analysis of the experience of leading foreign countries – Estonia, South Korea, Singapore and the European Union member states – in organizing the digitalization of public administration. Covering the period from 2018 to 2024, the study draws on data from the United Nations E-Government Development Index (EGDI), national digital strategies and institutional documents. The findings show that in leading countries digitalization is not confined to converting individual services into electronic form, but has taken shape as an integrated governance ecosystem built around a single integration platform, electronic identification and the once-only principle. The author substantiates a four-stage model of digitalization and proposes five directions for adapting this experience to the conditions of Uzbekistan.
