Abstract

This article provides a scientific analysis of the current state of digital economy development in Uzbekistan, its evaluation criteria, and the ongoing processes of digital transformation. The study examines the digital reforms implemented in the country, particularly within the framework of the "Digital Uzbekistan – 2030" Strategy, focusing on the development of digital infrastructure, the improvement of e-government services, the introduction of information and communication technologies (ICT) into various sectors of the economy, and the training of digital professionals. Furthermore, the paper presents a comprehensive system of indicators for assessing digital economy development, including digital infrastructure, digital industry, sectoral digitalization, digital public administration, and human capital. The research also analyzes Uzbekistan's position in international rankings based on internationally recognized indices such as the ICT Development Index (IDI), the E-Government Development Index (EGDI), the Government AI Readiness Index, and the Speedtest Global Index. The findings indicate that digital transformation in Uzbekistan is progressing steadily while highlighting the need for further modernization of digital infrastructure, the development of highly qualified IT specialists, the broader adoption of artificial intelligence technologies, and the improvement of digital governance efficiency. The results of this study have significant scientific and practical value for the strategic planning of digital economy development and for evaluating its effectiveness in the Republic of Uzbekistan.
